Today, environmental education has ceased to be an elective discipline; it has become a vital necessity. Climate change, driven by anthropogenic impacts, is already noticeably affecting the quality of life. According to the World Meteorological Organization (WMO), the atmospheric concentration of greenhouse gases has reached record levels, which demands immediate adaptation from humanity.
People need to understand what is happening to the environment, what processes are altering it, and how to adapt to these changes. This requires not only qualified professionals capable of explaining and implementing environmental practices, but also broad public awareness. Reducing the culture of overconsumption and transitioning to mindful behavioral models is a task upon which our common future depends. The most critical instrument for solving this is systemic environmental education, integrated at all levels — from kindergartens to universities and non-formal adult education.
The significance of education and its impact on shaping the pro-environmental behavior of the population.
Education is the foundation of any development. The rapid progress of humanity became possible due to universal access to knowledge, both through traditional systems and modern digital resources. Each state builds its own structure of educational programs, determining which subjects and topics to include in the curricula. However, general public interest remains paramount: seminars, training sessions, and courses for various age groups significantly elevate the level of awareness. The more profoundly people understand the problem, the more effectively they find ways to resolve it. Even at the initial stages, introducing ecology as a compulsory subject contributes to the education of not only children but also their parents, thereby shaping a responsible generation that comprehends the root causes of environmental issues from childhood.
International experience and scientific evidence.
A large-scale meta-analysis conducted by an international team of researchers and published in the Journal of Environmental Psychology (2022) has become one of the most authoritative confirmations of the effectiveness of eco-education. The study encompassed 169 independent papers from 43 countries, including over 176,000 participants aged 3 to 19 over the period from 1971 to 2019.
The findings clearly demonstrate that environmental education yields a sustainable and statistically significant outcome (Fig. 1).
Key findings of the study:
Environmental knowledge: significant improvement, mean effect size for knowledge growth g = 0.95 (p < 0.001).
Environmental attitudes: positive changes, g = 0.38 (p < 0.001).
Intention to act: increase, g = 0.26 (p = 0.009).
Actual environmental behavior: improvement, g = 0.41 (p < 0.001).
The studies covered a diverse range of topics — from climate change to the conservation of local ecosystems, including energy conservation, waste recycling, and participation in eco-activism. This vividly proves that education directly influences not only knowledge but also actual actions.
It is particularly notable that the effect size for knowledge growth was higher than for changes in attitudes and behavior. This implies that the earlier and more systematically children receive environmental knowledge, the easier it is to form habits that subsequently translate into concrete actions.

Even when accounting for disparities across countries and research methodologies, the conclusion remains unequivocal: environmental education is one of the most effective instruments for shaping an environmentally responsible generation.
Implementation pathways and potential challenges.
Ecology as a subject is relatively new and encompasses virtually all core disciplines — from biology and geography to chemistry, economics, and the social sciences. Educational systems face a choice: to introduce ecology as a standalone subject or to integrate environmental topics into existing disciplines. The first option ensures foundational depth and a holistic approach: with each year of study, the content can become increasingly profound and specialized. The second option is broader in scale, as it requires the revision and republication of textbooks, as well as the training of teachers across various subjects.
The key challenge faced by many countries is a shortage of qualified personnel. There is a need for educators capable of accurately and engagingly communicating complex environmental concepts to both children and adults. Furthermore, not all countries exhibit a high level of public interest in environmental education, which slows the pace of its implementation.
The situation in Uzbekistan.
In recent years, Uzbekistan has demonstrated a growing interest in environmental education and awareness. The designation of 2025 as the "Year of Environmental Protection and a Green Economy" has strengthened the country's position as a participant in the global movement towards sustainable development.
In kindergartens, outdoor classes are already being conducted, emphasizing the importance of preserving every insect and plant, and providing children with the fundamentals of ecology. Topics of the circular economy, sustainable development, and nature conservation are gradually being integrated into the school curriculum. Teachers strive to present the material in an interactive format — through excursions to botanical gardens, outdoor lessons, and waste sorting games. At the university level, programs are being launched where students conduct in-depth studies of environmental issues and their solutions.
At the same time, according to the results of a comparative study across Central Asian countries, the level of student awareness regarding the UN Sustainable Development Goals (SDGs) in Uzbekistan remains relatively low: a significant portion of students obtains information predominantly from social networks, whereas the integration of SDG topics into academic programs is weaker compared to neighboring countries, indicating the initial stage of their systemic implementation.
Among the main challenges are a shortage of qualified personnel and limited public interest. To make environmental education truly mass-scale, teacher training programs, new educational materials, and the stimulation of interest among parents and youth are required. Nevertheless, the steps being taken — from the introduction of new topics into the school curriculum to the organization of field practices and interactive classes — provide grounds for optimism: the most important developments are yet to come.
Uzbekistan has adopted the large-scale "Concept for Enhancing the Environmental Culture of the Population up to 2030," in accordance with the Resolution of the President of the Republic of Uzbekistan dated May 15, 2025, No. PP-184 "On the Approval of the Concept for Enhancing the Environmental Culture of the Population up to 2030." According to the document, by 2030, it is planned to foster an environmental culture among:
3.3 million children in preschool institutions;
4.2 million schoolchildren;
400 thousand students of colleges and vocational schools;
1.9 million university students;
as well as 90% of employees in government bodies and institutions.
These goals reflect the country's long-term strategy: to raise a generation that realizes the value of natural resources and is ready to act for a sustainable future.
An international example of a practical action plan: the "Eco-Schools" program.
As an illustration of potential steps for educational institutions, one can cite the experience of Portugal (Coimbra Business School, 2021/22 and ESSNorteCVP). The "Eco-Schools" program in these institutions has demonstrated that implementing a systemic resource audit and involving students in energy management makes it possible not only to conserve resources but also to cultivate sustainable habits that persist even after graduation.

Such a plan can be utilized as a model for Uzbek schools — for instance, as a pilot project within the framework of the national environmental education program. It can be easily adapted by incorporating local priorities (waste sorting, water conservation in an arid climate, etc.).
Conclusion.
Thus, environmental education is not merely a subject or a set of topics, but a fundamental instrument for shaping the environmental culture of society. International experience and large-scale studies convincingly demonstrate that systemic education not only elevates the level of knowledge but also directly alters human behavior, rendering it more responsible.
For Uzbekistan, this path has already begun. The adopted state strategies up to 2030 lay the foundation for raising a generation that will perceive environmental stewardship not as an obligation, but as a natural part of life. The expansion of educational initiatives, the training of qualified personnel, and the support of "green" projects at all levels will serve as the key to a sustainable and secure future for the country.
