Chief Project Engineer

Responsibilities

  • Developing feasibility studies for sovereign loan-funded and investment projects, including bankable feasibility reports, as well as public-private partnership projects in such sectors as energy, water supply, irrigation, agriculture, road construction, and other infrastructure areas;
  • Preparing financial and economic calculations and project feasibility assessments, including cost-benefit analysis (CBA), NPV, IRR, payback period, EIRR, ENPV, and other performance indicators;
  • Participating in the assessment of potential risks and long-term project sustainability, as well as in the development and review of financial models and the assessment of project affordability, financial viability, and investment attractiveness;
  • Managing teams of international and local specialists involved in the preparation of pre-project documentation, including feasibility studies, project appraisal documents, and other related materials, in accordance with the requirements of international financial institutions and applicable local legislation;
  • Participating in contract negotiations, including negotiations on PPP contracts, and providing technical input on project financing and investment mechanisms, including coordination among all project participants and between the Client and other stakeholders;
  • Monitoring and ensuring the timely implementation of project components, including quality control at all stages of project delivery;
  • Managing project documentation, including the preparation of reports, analytical materials, monitoring documents, and correspondence among project participants and various government authorities;
  • Establishing and maintaining relationships with all stakeholders, including project implementation units, international partners, investors, government organisations, contractors, and subcontractors;
  • Organising and preparing project events, meetings, and negotiations with existing and potential partners, as well as preparing meeting minutes and maintaining project documentation;
  • Monitoring and controlling project implementation costs, including cost control and the preparation of project budgets;
  • Developing and monitoring detailed project implementation schedules, including the control of key milestones and deadlines, and ensuring that contractual objectives are achieved on time and to a quality acceptable to the Client;
  • Conducting negotiations in the interests of the Company and representing and protecting the Company’s interests in relations with clients and partners;
  • Cooperating with project managers and heads of departments and maintaining regular communication with project teams and external specialists;
  • Monitoring the approval process and ensuring the timely payment of invoices;
  • Ensuring that projects comply with the Company’s internal standards and applicable legal and regulatory requirements;
  • Analysing personal work performance and submitting reports to management;
  • Translating project documents, reports, and related materials.

Requirements

A higher technical, economic, or financial degree in one of the following fields:

  • Energy;
  • Water supply and wastewater;
  • Irrigation and land reclamation;
  • Hydraulic engineering structures;
  • Road construction and transport infrastructure;
  • Industrial and civil engineering.

Preferred Qualifications and Skills

  • At least 10 years of relevant professional experience;
  • At least seven years of experience in financial and investment analysis, corporate finance, or project management;
  • Experience in managing projects or participating in the implementation of at least five projects;
  • Experience in preparing feasibility studies and techno-economic assessments for infrastructure projects, including projects in road construction, energy, water supply and wastewater, or industrial production;
  • Practical experience in conducting financial and economic calculations, including NPV, IRR, payback period, EIRR, ENPV, and other performance indicators, as well as preparing financial models and analysing CAPEX and OPEX;
  • Experience in mergers and acquisitions (M&A), including company valuation, financial modelling, synergy analysis, participation in due diligence, and preparation of investment materials;
  • Experience working for consulting companies in the field of asset or wealth management and/or for securities market regulatory authorities in any country;
  • Experience in maintaining project documentation, including reports, analytical materials, monitoring documents, and correspondence;
  • Proven ability to understand and prepare financial and economic analyses of projects;
  • Professional certification in project management, such as PMP or Agile, would be an advantage;
  • Proficiency in project management tools such as Asana, MS Project, Trello, and similar platforms;
  • Skills in risk analysis and the development of risk mitigation strategies;
  • Experience interacting with government authorities, clients, consultants, and partners during the implementation of investment and infrastructure projects;
  • Experience preparing analytical reports, presentations, explanatory notes, and other project documentation;
  • Experience participating in negotiations and cooperating with procurement departments on the preparation of requests for quotations and requests for proposals, conducting market research for various goods and services, and coordinating related activities;
  • Strong negotiation skills and the ability to communicate effectively with various project stakeholders;
  • Advanced proficiency in office applications, including MS Office and Google Workspace;
  • A high level of organisation and responsibility, with the ability to work under pressure, manage multiple tasks, meet tight deadlines, and take a proactive approach to assignments;
  • Willingness to travel and work throughout the Republic of Uzbekistan and in an international environment;
  • Understanding of consulting projects and experience interacting with clients from different industries.

Tender and Proposal Specialist

Responsibilities

  • Monitoring public, international, and commercial procurement opportunities and the project pipelines of potential clients, as well as identifying new project opportunities, including prospective infrastructure and investment projects;
  • Reviewing tender documentation, Terms of Reference, and other procurement documents, and assessing whether the Company’s qualifications and experience meet the project requirements;
  • Working with public, international, and commercial electronic procurement platforms, including maintaining and updating the Company’s profiles and submitting proposals;
  • Coordinating the full proposal preparation cycle, from opportunity assessment and team formation to final review and submission;
  • Preparing and formatting proposals, standard forms, and supporting documentation in accordance with the client’s requirements;
  • Preparing financial proposals and collecting the information required to determine the cost of services;
  • Identifying international and local partners, conducting business correspondence, and coordinating cooperation in establishing consortia and preparing joint proposals;
  • Forming teams of local and international experts for proposals, assessing their compliance with project requirements, negotiating and agreeing on participation terms, including professional fees, and coordinating contractual arrangements;
  • Maintaining and updating the Company’s project and tender registers, expert database, project database, and corporate experience records;
  • Collecting and analysing information and preparing brief analytical materials and background notes;
  • Organising tender documentation and ensuring that all materials are properly stored in the Company’s corporate information systems.

Requirements

Higher education in one of the following fields:

 

  • Economics, finance, or management;
  • International relations or public administration;
  • Engineering disciplines, including energy, water supply and wastewater, road construction and transport infrastructure, industrial and civil engineering.

At least three years of professional experience in tendering, procurement, business development, consulting, or project management/coordination.

Preferred Qualifications and Skills

  • Experience in international or consulting projects;
  • Experience working with international financial institutions and development organisations, including ADB, the World Bank, EBRD, the United Nations, and others;
  • Experience in preparing tender proposals;
  • Experience working with electronic procurement platforms;
  • Understanding of infrastructure and/or public-private partnership projects;
  • Proficiency in MS Office applications, including Word, Excel, and PowerPoint, as well as experience with electronic platforms and document management systems;
  • Strong written and verbal business communication skills in Russian and English;
  • Ability to work with large volumes of information and documentation, quickly identify key requirements, and structure information effectively;
  • Ability to independently manage assignments from the collection of initial information through to the preparation of the final deliverable, while taking responsibility for quality and meeting established deadlines;
  • Strong skills in searching for, analysing, and verifying information from publicly available sources;
  • Ability to work efficiently and quickly learn new processes and electronic systems;
  • Strong attention to detail and the ability to independently verify the quality and completeness of documents;
  • Strong analytical and critical-thinking skills, including the ability to make decisions under time constraints;
  • Strong negotiation skills and the ability to communicate effectively with various project stakeholders;
  • Ability to organise work independently, manage several tasks simultaneously, and meet deadlines;
  • A high level of organisation, responsibility, and initiative;
  • Understanding of consulting projects and experience interacting with clients from different industries;
  • Willingness to travel and work throughout the Republic of Uzbekistan and in an international environment;
  • Experience with Bitrix24 and modern AI tools would be an advantage;
  • Knowledge of the legislation of the Republic of Uzbekistan in the areas of public procurement, competition, business activities, and contract law would be an advantage.

Financial Analyst

Responsibilities

  • Сollecting relevant financial data relevant to various projects, including PPP projects, and conducting the financial and economic analysis including, but not limited to NPV, CBA, IRR, Payback period, EIRR, ENPV...etc.;
  • Provide technical assistance to project units in conducting the feasibility study of the projects, including PPP projects;
  • Preparing the financial and economic analysis of projects during project proposal stage, feasibility study stage, as well as project agreement stage and undertaking calculations of CAPEX and OPEX;
  • Assisting project units in identifying the financial and economic risks of projects;
  • Working with tendering department on preparation of Requests for Quotations, Requests for Proposals, and on evaluation of consultants;
  • Assessing potential risks, analyzing cost-benefit ratios, evaluating long-term sustainability, reviewing financial models, affordability, financial viability and attractiveness of projects;
  • Participate in the negotiation of contracts, including in PPP contracts and provide technical input regarding financing and investment mechanism of projects, and analyze the project viability and affordability;
  • Any other task assigned by project units or management as needed.
  • Collaboration with relevant government agencies for concurrence and approval of the documents under preparation.

Requirements

Degree in Finance or Economics;
Holding CFA 1 is an advantage;
Proven quantitative analytical capabilities;
At least 10 years of relevant experience in project finance and analysis;
Knowledge of Microsoft Excel is a must;
Prior experience in preparation and implementation of infrastructure projects is a must;
Good critical thinking skills with the ability to solve unstructured problems;
Good communication, writing and organizational skills;
Intellectually curious with a strong desire to develop professionally in the infrastructure finance and policy sector;
Fluency in the English and Russian language, both written and oral;
Be team player, mature with good communication skills and committed to high standards of integrity;
Stress resistant and ability to meet tight deadlines.

Preferred Qualifications and Skills

ADB, World Bank, or other IFI-funded projects.
