Corporate transformation of “Uzsuvtaminot” JSC
Name of Client: Joint Stock Company Uzsuvtaminot
Status: Ongoing (completion date - 31/12/2023)
Narrative description of Project: 
Engaging a Consultant to diagnose the activities of UzSuvTaminot JSC (hereinafter - Company) and prepare recommendations for its transformation, as well as assist the Company in their implementation.
The transformation of the Company will cover key aspects of the Company's business model, performance indicators of its activities, accounting and tariff policy, asset management, finance, procurement, information technology and human resources, as well as environmental requirements in the Company's activities.
The consultant will work closely with the company, its regional offices, as well as with other stakeholders, local khokimiyats and the Ministry of Finance as a shareholder and regulator. The Company will provide all necessary support to the Consultant in establishing the necessary contacts with stakeholders to achieve the objectives of the Project.

Key deliverables and outcomes of the project:
•    Determine the optimal and balanced business model for managing the Company with the resulting recommendations on the organizational structure, based on the principles of effective management and sustainable development of the Company;
•    Recommendations on the top-level list of key indicators (20 indicators) and comparative analysis (benchmarking) of key indicators with similar companies and the best world practices;
•    Analysis of the existing environmental, health and safety management systems and practices;
•    Assistance in improving the processes and methodology of accounting, tax and management accounting and financial planning (budgeting), cash and payment management, effective methods of invoicing and collection of payments, which contribute to increasing their collection, including those providing for the introduction of appropriate ERP class software;
•    Analysis of the formation of the system of tariffs for public services. Inclusion and formation of recommendations on accounting for the tariff regulation system (tariff setting), including procedures for reviewing and agreeing tariffs, as well as methods for calculating tariffs;
•    Analysis the current state of IT and IS, to analyze the current conceptual vision for the development of IT for the subsequent formation of recommendations for improving the efficiency of IT in the Company;
•    Prepare recommendations on the Company's asset management policy, including asset classifications, and build an effective approach to maintenance and repair, as well as the implementation of capital construction projects;
•    Prepare recommendations on human resource management policies covering the processes of personnel planning (including a grading system), recruitment, evaluation, remuneration and development of personnel (internal mobility), as well as the selection of educational institutions to establish cooperation in the field of training for the sector and the development of curricula;
•    Conduct an audit of the procurement system and prepare recommendations for improving the supply and procurement policy in the Company;
•    Roadmap for the implementation of transformation recommendations;
•    Preparation of a detailed action plan for further transformation, reflecting the stages and sequence of activities, the timing of their implementation, the financial and human resources required for their implementation, and the procedures for intermediate and final reporting on the progress of activities;
•    Support of the Company in implementing transformation recommendations.
Description of actual services provided in the assignment:
•    Assessment and verification the negative impact on the environment (quality of water treatment, accumulated environmental damage, air emissions, water discharges and other waste), and identify deviations in the compliance of the ecological footprint with environmental legislation;
•    Analysis of the existing environmental, health and safety management systems and practices;
•    Development of a plan for the necessary organizational changes and a list of recommendations for building a systematic approach to the management of labor protection, environmental protection and sanitary risks;
•    Preparation of an estimate budget and human resources for the implementation of the developed proposals and programs.
•    Analysis of current priorities and bottlenecks in personnel policy, staffing in the short term, and identification of key areas for transformation and development;
•    Analysis of the organizational structure of the HR department and current business processes and their effectiveness;
