The project aims to support Uzsuvtaminot and its regional companies in implementing a corporate transformation program to strengthen governance, operational and financial performance, institutional capacity, and compliance with EBRD loan requirements. The assignment focuses on improving commercial practices, service quality, digitalization, environmental and social performance, and staff productivity through international best-practice corporate governance.
Key work streams include developing and implementing a Financial and Operational Performance Improvement Program (FOPIP), preparing a Medium-Term Corporate Development Plan, and delivering a comprehensive Capacity Building Program. The Consultant also assesses baseline social conditions, evaluates project impacts on vulnerable groups and gender equality, and prepares an Equal Opportunities Action Plan to promote inclusive workplaces and strengthen HR practices.
Activities cover the regional utilities of Tashkent city and region, Namangan, Khorezm, Kashkadarya, and Surkhandarya Suv Taminoti enterprises.

Engaging a Consultant to diagnose the activities of UzSuvTaminot JSC (hereinafter - Company) and prepare recommendations for its transformation, as well as assist the Company in their implementation.
The transformation of the Company will cover key aspects of the Company's business model, performance indicators of its activities, accounting and tariff policy, asset management, finance, procurement, information technology and human resources, as well as environmental requirements in the Company's activities.
The consultant will work closely with the company, its regional offices, as well as with other stakeholders, local khokimiyats and the Ministry of Finance as a shareholder and regulator. The Company will provide all necessary support to the Consultant in establishing the necessary contacts with stakeholders to achieve the objectives of the Project.
