Samarkand I Solar PV and BESS Project

Name of Client: 5 Capitals Environmental and Management Consultancy (UAE) / ACWA Power (Saudi Arabia).
Status: Ongoing

On April 19, 2023, ACWA Power signed investment and power purchase agreements for the development of three solar PV plants and three BESS facilities in Tashkent, Samarkand, and Bukhara regions, adding 1.4 GW of solar capacity and 1.5 GWh of storage in line with Presidential Decree PD-207. To secure financing from ADB, IFC, and other IFIs, the company is required to prepare ESIA and LALRP studies in compliance with lenders’ standards. Within this framework, the Samarkand I Solar PV and BESS Project is under development, including two LILO corridors (four 220 kV lines), and requires preparation of the ESIA, LALRP, and E&S due diligence.

The project in the amount of USD 140 million is funded by IDA (the World Bank group). The purpose of the district heating system modernization is to invest in the renovation of existing capacities, transportation and efficient distribution of heat energy, including the installation of individual heat substations (IHSs) in buildings, as well as heat meters for consumption and billing purposes, which will affect the energy efficiency of district heating (DH) in general.

The project involves the construction of the Pskem Hydroelectric Power Plant on the Pskem River in the Bostanlyk District. The main parameters of the facility include the construction of a 125 m high rock-fill dam with a reinforced concrete screen, construction of an above-ground hydroelectric power plant building with four 100 MW hydroelectric units (total capacity 400 MW), and a deep spillway with a capacity of 280 m3/s. The construction will result in the creation of the Pskemskoye Reservoir with a volume of 511.2 million m3 for seasonal flow regulation.

Project Implementation Support Services:

  • establishment of the project management office;

  • preparation of tender documentation and Employer’s Requirements;

  • comprehensive support during the procurement of the turnkey contractor under FIDIC Silver Book, from bidder clarifications to bid evaluation and negotiations;

  • review and approval of the contractor’s design documentation and monitoring of construction schedules;

  • verification of IPCs and control of material and equipment compliance;

  • oversight of safety, quality and technical standards at the construction site;

  • supervision of major construction works and regular reporting to the Client.

The project is financed by ADB loan in the amount of 60 million USD. Sustainable Hydropower Project aims to develop a cascade system with energy generation purposes, through the installation of three HPPs (Hydro Power Plant) with the total capacity of 24MW on the Aksu river, Kashkadarya province, namely Rabat SHPP (small HPP) 6MW, Chappasuy SHPP 8MW, Tamshush SHPP 10MW with associated 22 km 35-110 kV transmission line, and mini-hydro units of total 1MW in aggregate capacity.

  • Dam height – 95.0 m;
  • Reservoir capacity – 50.0 million m3.

Project for rehabilitation of Aksu – 1 HPP

Name of Client: Humo-Baraka LLC
Status: Completed

Powerhouse (HPP) building of AKSU – 1 HPP was built in 1963, construction was made from bricks, slabs and ruberoid. HPP was under operation until 1982. Currently, AKSU – 1 HPP is inoperative and the owner of HPP is "HUMO BARAKA" LLC. Total usable area of HPP building is 339.68 m²
