District Heating Energy Efficiency project in Andijan, Chirchik, Bukhara, Samarkand and Tashkent (ТС-8) (DHEEP). Funded by the World Bank Name of Client: Ministry of Housing & Communal Services of the Republic of Uzbekistan Status: Ongoing (Completion Date (Month/Year): 04/2024) Narrative description of Project: The project in the amount of USD 140 million is funded by IDA (the World Bank group). The purpose of the district heating system modernization is to invest in the renovation of existing capacities, transportation and efficient distribution of heat energy, including the installation of individual heat substations (IHSs) in buildings, as well as heat meters for consumption and billing purposes, which will affect the energy efficiency of district heating (DH) in general.
Description of actual services provided in the assignment:
Prepare technical designs, specifications and tender documents in accordance with the World Bank guidelines for the tender packages
Support PIU in conducting tender procedures, including clarifications and pre-bid conferences at the sites and preparation of appropriate responses to questions from bidders as necessary. Procurement of works using FIDIC Red Book condition of contract, goods and industrial plants using MDB harmonized condition of contract;
Assist PIU in bis evaluation, prepare requests for clarifications for bidders and compiling bid evaluation reports
Assist PIU in the preparation of a draft contracts with Contractors and Suppliers and support in contract negotiations
Support PIU and beneficiaries monitoring project progress, identifying activities and resources to meet work schedules, needs of various contracts, as well as identifying optimal solutions for project implementation and verifying materials and equipment used in construction works in accordance with approved drawings and technical specifications set out in contracts
Review of Contractor's testing procedures for compliance with manufacturer's requirements and design criteria. Participation in equipment testing, analysis of test results and preparation of reports at the request of the PIU
Assist PIU and District Heating Enterprises (DHE) in case of non-performance of work or any other violation of the obligations of the contractors; with resolving contract disputes arising during the implementation of the project;
Assist PIU and DHE in commissioning of boiler houses under a turnkey contract, commissioning all other project deliverables, and support DHE in overseeing the process of dismantling works old boilers, pipes and other equipment, conduct inspection and quality control in accordance with conditions of the contracts;
Training personnel of PIU and DHE on financial management system of the project in accordance with the requirements of the Bank;
Assist PIU and the DHE in financial monitoring of contracts, including increases in material costs and other changes in contracts;
Assist PIU with submitted invoices by various contractors and suppliers and supporting documents upon completion of the stages of work specified in the contracts;
Assist PIU with preparing quarterly reports on financial management, claims processing, project account management in accordance with the requirements of the Bank;
Monitoring the compliance with safety requirements, implementing the Environmental Management Plan (EMP) at the early stages of the project, taking required actions to prevent any potential safety risks. Assist PIU in preparation and implementation of resettlement action plans.
Project for rehabilitation of Aksu – 1 HPP
Name of Client: Humo-Baraka LLC Status: Ongoing (Completion Date (Month/Year): 21/07/2023) Narrative description of Project: Powerhouse (HPP) building of AKSU – 1 HPP was built in 1963, construction was made from bricks, slabs and ruberoid. HPP was under operation until 1982. Currently, AKSU – 1 HPP is inoperative and the owner of HPP is "HUMO BARAKA" LLC. Total usable area of HPP building is 339.68 m²
Description of actual services provided in the assignment:
Negotiations were held with manufacturers of equipment for mini hydropower plants, and a potential supplier of equipment for small hydropower plants was identified;
Together with the equipment manufacturer, a technical audit of the mini HPP was carried out to determine the scope of restoration;
Based on the results of the technical audit, construction and installation works and the volume of equipment for the restoration of mini hydropower plants was determined;
Calculation of the cost of equipment and construction and installation works for the restoration of mini hydroelectric power stations was made;
Feasibility studies have been carried out on payback and on the output of mini HPPs;
The calculation of average monthly and average annual water discharges along the Aksu River over the past 10 years has been made;
TOR was prepared for rehabilitation of small AKSU-1 HPP.
Sustainable Hydropower Project (Construction of Rabat, Chappasuy, Tamshush HPPs with Associated Transmission Line in Kashkadarya province). Funded by ADB
Name of Client: Joint Stock Company Uzbekhydroenergo Status: Ongoing (Completion Date (Month/Year): 06/2023) Narrative description of Project: The project is financed by ADB loan in the amount of 60 million USD. Sustainable Hydropower Project aims to develop a cascade system with energy generation purposes, through the installation of three HPPs (Hydro Power Plant) with the total capacity of 24MW on the Aksu river, Kashkadarya province, namely Rabat SHPP (small HPP) 6MW, Chappasuy SHPP 8MW, Tamshush SHPP 10MW with associated 22 km 35-110 kV transmission line, and mini-hydro units of total 1MW in aggregate capacity. Further the project will contribute to increasing renewable energy shares in its energy mix and access to reliable energy, and building capacity for sustainable clean energy development. Project is implemented by the EPC Contractor, using the conditions of the contract of Model Form of the International Contract for Process Plants Construction published by the Engineering Advancement Association of Japan (ENAA).
Description of actual services provided in the assignment:
• Supervision of project development in accordance with the obligations of EPC contract and Contract Documentation, ADB`s Project Administration Manual and ADB Loan Agreement. • Assistance to Uzbekhydroenergo and PMU on preparation and implementation a Project Performance Monitoring System (PPMS) by providing necessary project plans, progress reports, provisional and final take over certificates, claims evaluation reports, project final report and any other project management documents following good practice and requirements of Uzbekhydroenergo and ADB. • Review and approval of design documentation. • Supervision of construction works in terms of EPC contract and Contract Documentation. • Observation and approval of Testing documentation, Pre-commissioning and Commissioning works acceptance. • Ensure the compliance with the Corrective Action Plan and Environmental Management Plan • Ensure the compliance with environmental safeguards during the HPP construction • Prepare an updated Environmental Action Plane report and semiannual environment monitoring reports acceptable to ADB and Government of Uzbekistan • Ensure the compliance with Gender Action Plan. • Monitor the implementation of health, safety and environmental (HSE) measures, provide early warning of any potential HSE risks, conduct regular safety audits and mitigate the possible shortcomings. • Review and repots on submitted Site-Specific Health and Safety Management Plan to the Employer • Cooperation with Uzbekhydroenergo, PMU and counterpart staff and provide on the-job training on procurement, modern technological equipment and machineries management, supervision of social and environmental protection measures implementation, supervision of gender protection measure implementation and project financial control.
